Innovative Community Concepts and How We Serve Arkansas
Innovative Community Concepts (ICC) is a nonprofit organization focused on reimagining, rebuilding, and revitalizing underserved communities across Arkansas. By fostering innovation, promoting collaboration, and addressing systemic challenges, we strive to create an impactful and sustainable change in the region.
Our efforts are rooted in the belief that every individual deserves access to basic needs such as nutrition, educational opportunities, decent and affordable housing as well as resources that empower them to achieve their full potential. We are committed to delivering holistic solutions that uplift families and neighborhoods in the Arkansas Delta and beyond.

Angela Mattison Shaw
ICC, Co-Founder
Angela Mattison Shaw is the co-founder of Innovative Community Concepts (ICC), a nonprofit dedicated to addressing food insecurity in Central Arkansas and the Arkansas Delta. With 30 years of experience in advertising and marketing, she now leads Angela Shaw Marketing Consultant, helping businesses thrive through strategic marketing solutions. Angela's commitment to community has been a driving force throughout her career, from co-founding the Juneteenth Celebration and Blues on the River to her work with local organizations like Better Community Developers. In addition to her work with ICC, Angela is a partner in Delta Services Group of Arkansas, providing affordable housing solutions. She is also an active member of Delta Sigma Theta Sorority, Inc. and other community-focused organizations.

Rhonda Kimble
ICC, Co-Founder
Rhonda Kimble retired in 2013 from the Arkansas Development Finance Authority after 35 years of service in the Housing and Finance industry. Since then, she has become the owner of Housing Compliance Source, a housing compliance training and consulting company. Rhonda has also served as Chair and Co-Chair of Housing Arkansas, and volunteered as an AMERICORP VISTA in a transitional housing facility. She is an active member of ACHANGE and a co-founder of Innovative Community Concepts (ICC), a nonprofit focused on providing access to healthy food in underserved communities. A proud mother, grandmother, and 11-year cancer survivor, Rhonda dedicates her life to living with purpose and making a positive impact in her community.

Carmen Portillo
Board Member
A proud Little Rock native, Carmen Portillo is deeply committed to seeing her community thrive. With over 15 years of experience as a small business owner, Carmen made history as Arkansas's first Certified Professional Chocolatier and the CEO of Cocoa Belle Chocolates, a company renowned for its high-quality, artisan, hand-made chocolate confections. Her impressive client roster includes Fortune 500 companies and government officials. Carmen has contributed her expertise to various boards, including the Arkansas Black Hall of Fame and NPR’s UALR KUAR Public Radio. Her dedication to community engagement has earned her numerous accolades, such as the 2017 Real Images Phenomenal Woman Award and the 2021 Museum of Discovery Spark Star Award. Currently, Carmen serves as Lead Manager for Intuit's QuickBooks, where she supports small businesses nationwide, continuing her mission to empower and uplift entrepreneurs across the country.

Denese Fletcher
Board Member
Denese R. Fletcher is the managing attorney for the Denese R. Fletcher Law Firm. She practices law as a domestic and criminal trial attorney with expertise in family law and criminal defense in juvenile, district, circuit and federal courts throughout Arkansas. Fletcher also served as a Deputy Prosecuting Attorney for Pulaski County in the early 90’s. Fletcher served as a defense attorney for the U.S. Criminal Justice Act Panel from 1997 to 2014. She currently serves as a part-time Arkansas Deputy Public Defender and an Attorney Ad Litem representing children in dependency-neglect proceedings in Arkansas. Fletcher received her juris doctor from the UALR William H. Bowen School of Law School and her Bachelor of Arts from the University of Arkansas at Little Rock. She has previously served as a commissioner for the Arkansas Ethics Commission and past president of the W. Harold Flowers Law Society. She currently serves as a Board Member for the Arkansas Regional Organ Recovery Agency (ARORA) and she has been the Brownie Girl Scout Trooper Leader at the St. Mark Baptist Church for over 10 years. Fletcher is a member of Alpha Kappa Alpha Sorority, Inc. where she currently chairs the Risk Management Committee.

Sharmin Moody
Board Member
Sharmin Moody is a longtime resident of Little Rock, Arkansas. She is a field manager for Volante Systems; a hospitality and restaurant point-of-sale software company. Her commitment to service is evident through membership in: Delta Sigma Theta Sorority, Inc.; Arkansas Single Parent Scholarship Fund, Little Rock Zoo Board of Governors and Conway Morning Rotary Club. Sharmin is an AmeriCorps Alumni and currently serves on the New Members and Children’s Ministry at Second Baptist Church where Dr. Maurice Watson is senior pastor. She has a Bachelor of Arts Degree in Journalism and Master of Arts Degree in Liberal Studies from the University of Arkansas at Little Rock. Sharmin has been married to husband Billy, 18 years. They are parents to daughter, Ryann; sons, Brandon, Billy Jr, and Braylon. Grandson Honor also shares their love.

Daphne Gaulden
Board Member
Daphne Gaulden is passionate about individuals coming together to make transformative changes in their communities through advocacy and policy change. She is a dedicated public health professional with over 20 years of experience working in non-profit organizations, state and local health departments, and academic research centers. Daphne’s background in leveraging resources and proposal development significantly contributes to ICC’s mission of addressing food insecurity by connecting people with healthy food through a mobile grocery unit and policy, systems and environmental change strategies. She is adept and has a proven track record of partnering with communities to ensure that everyone has fair and just opportunities to be health and well where they live, work, learn, and play. Daphne is a native Louisianian. She holds a master’s degree in public administration with concentrations in human resource management and healthcare administration from Grambling State University and a master’s degree in public health with a concentration in health promotion sciences from the University of Oklahoma Health Sciences Center. She is a self-professed “cat lady” and in her spare time enjoys spending time with her Siamese Tabby Gee Wiz Grace, flower gardening, watching film noir, and studying history. She is a member of Delta Sigma Theta Sorority, Inc.
